how regulate.fun works — checking memecoins for scams, dumps & rugs

1. complaints & investigations

Anyone with a Solana wallet can file a complaint against another wallet for dumping a coin. Each complaint opens (or joins) a case, Regulate Fun v. [wallet], and starts an on-chain investigation that replays the suspect's buys and sells of that coin.

2. what counts as a dump

A wallet is charged when, inside any 24-hour window, it sold 1% or more of total supply, or exited 60% or more of its own peak bag (when that bag was at least 0.5% of supply), and pulled out at least $2,500. Cases that don't meet the bar stay open for manual review.

3. fines

The fine is 25% of the proceeds from the dump window, with a $100 minimum. Charged wallets go on the Most Wanted list and take a −50 reputation hit.

4. settling & restitution

When a fine is paid the case is settled, the wallet comes off Most Wanted, and it gets most of its reputation back. The payment is split: 90% to verified victims in proportion to their verified losses, and 10% to regulate.fun. A complainant is verified when their own wallet's trades in the coin show a loss. The fine history stays on the wallet's public record permanently.

5. regulated coins

Only a coin's dev wallet — the wallet that deployed it, or its current pump.fun creator wallet — can register the coin as Regulated, for $49. That gives it a ✓ badge, a lower risk score and a public audit page.

6. regulated addresses & lockups

Holders with more than 3% of a coin can lock tokens in the regulate.fun escrow for 30, 60 or 90 days (+10, +25 or +50 reputation for locking at least 3% of supply, proportionally less below that, and +5 more when the term completes). Locking automatically makes the wallet a Regulated address; its profile shows, per coin, what share of its bag is locked. Tokens return to the depositing wallet automatically at term. There is no early withdrawal.

7. reputation

Every wallet starts at 50. Tiers: Bad Actor (<25), On Probation (25–49), Unproven (50–74), Good Standing (75–124), Diamond Hands (125+).

frequently asked questions

How do I check if a memecoin is a scam?

Paste the token address into the regulate.fun audit. It maps the top holders, links wallets that share a funder (often one person behind many wallets), checks whether the dev wallet sold, flags known dumpers among holders, checks mint and freeze authority and gives an A–F grade. No checker can promise a coin is safe, but these are the signals most rugs show first.

How can I tell if a pump.fun dev dumped their coin?

regulate.fun finds the dev wallet on-chain from the coin's pump.fun bonding curve and its launch transaction, then replays that wallet's buys and sells. Selling 1% or more of supply, or most of their own bag, inside 24 hours is flagged as a dev dump and shown on the coin and on the dev's wallet page.

What is a crypto dumper wallet?

A wallet that buys a large share of a token (often at launch) and sells it into other buyers within hours, crashing the price. regulate.fun charges a wallet when it sells 1% or more of total supply, or 60% or more of a meaningful position, inside any 24-hour window and pulls out at least $2,500.

How do I look up whether a Solana wallet is a known scammer?

Paste the wallet address into the search box. Its page shows open cases, fines paid, surveillance flags (dev dumps, serial launches, bundled launches, sniping), coins it launched, its portfolio with grades and a money trail showing where its funds went.

What is a bundled launch?

When several wallets buy a new token in the same block it was created, usually controlled by the dev to hide how much of the supply they hold. regulate.fun detects launch-block buyers and flags bundles.

How do I report a memecoin rug pull or dump?

Connect your wallet and file a complaint against the wallet that dumped. The investigation replays its trades on-chain. If it meets the dump threshold it is charged and fined, and verified victims share 90% of the fine when it is paid.

What is a Regulated Address?

A wallet that holds more than 3% of a coin and locked tokens in the regulate.fun escrow for 30, 60 or 90 days to prove it won't dump. It gets a ✓ badge and its profile shows what share of its bag is locked.

Is regulate.fun a government regulator?

No. regulate.fun is an independent, community-run reputation registry. Cases, charges and fines describe its on-chain reputation process; paying a fine is voluntary and only affects standing on regulate.fun. Nothing here is legal or financial advice.
